Description The Right-of-Way Project Manager manages right-of-way and utility issues for large and complex Acquisition, Relocation and Utility Relocation projects without supervision. Often works in a team environment with design engineers in support of infrastructure projects (design and construction). Ensures all right-of-way acquisition, relocation and utility relocation schedules are met. Responsible for compliance with all local, state and federal laws and regulations and oversight of contract administration and payment of invoices. Specific experience acquiring land for Federal Aid projects and acquisition under the Uniform Act preferred. Primary office location will be Bismarck, North Dakota, but must be willing to travel as required. Preferred candidate will be an independent manager with the vision and skill to develop a viable business plan, build and run a ROW group within the Dakotas. Experience and relationships within the Dakotas is a plus. References demonstrating the ability to manage large projects and maintain client relationships important.

Requirements Bachelor s degree or equivalent preferred. Real Estate license preferred. Licensure in specific states can be obtained as needed. 10+ years of experience with right-of-way acquisition and relocation, and utility relocation is preferred. Applicant must be familiar with various types of public project ROW, Federal Regulations (Uniform Act) and Eminent Domain proceedings. Must have extensive experience with various state and federal policies and procedures and Right of Way Certifications. Position requires ability to develop and maintain excellent relationships with clients; strong communication and presentation skills; proven ability to deal effectively with property owners on fast track projects; ability to motivate and manage staff and proficiency with MS Office. Additional technical skills a plus.
